e-GP Bangladesh: registration, tendering and PPR 2025 guide

What is e-GP in Bangladesh?

e-GP (electronic Government Procurement) is Bangladesh's national procurement portal at eprocure.gov.bd, operated by the Bangladesh Public Procurement Authority (BPPA, formerly CPTU). Government offices publish annual procurement plans, tender notices and contract awards there, and registered tenderers submit bids electronically instead of on paper.

Who needs to register?

Any business that wants to bid for a public tender must register as a tenderer: companies, partnerships, proprietorships, joint ventures, international bidders, government-owned enterprises, individual consultants and media organisations. Procuring entities are registered separately by their ministry or agency.

What changed under PPR 2025?

The Public Procurement Rules 2025 replaced PPR 2008 as the operating rulebook. Tender notices or EOIs issued before the effective date continue under rule 154 transitional provisions; if the tender notice and documents had not yet been issued when PPR 2025 came into force, every step of that procurement follows PPR 2025. Because the two rulebooks overlap in practice, always check which rule version applies to the specific tender ID before you prepare documents.

How the tender cycle works

A procuring entity publishes the annual procurement plan, then the tender notice with the tender document, schedule and security requirements. Tenderers download the document, prepare technical and financial parts, pay tender security, and submit before the closing time. After opening and evaluation the entity issues a Notification of Award, followed by contract signing and eContract management.

Mandatory registration documents (national tenderer)

• Company incorporation certificate or registration document
• Valid trade licence
• Tax Identification Number (TIN) certificate
• Valid VAT registration certificate
• Authorisation letter from the owner for the firm/company admin
• National ID or passport of the authorised admin
• e-GP registration fee payment slip
• One passport-size photo of the authorised admin

Registration steps in short

1. Open eprocure.gov.bd in a certified browser (Edge 109+, Firefox 113+ or Chrome 109+).
2. Click New User Registration and fill in the login account details with a valid email.
3. Verify the email address using the code and link Bangladesh Public Procurement Authority (BPPA) sends you.
4. Pay the registration fee at an e-GP member bank: BDT 5,000 for national tenderers, BDT 12,000 for international tenderers.
5. Scan and upload every mandatory document, including the fee payment slip.
6. Send the attested printed forms by courier or post as instructed, then wait for BPPA approval.
