Which rulebook applies to your tender?
Check the tender notice date and the rule references printed in the tender document. Where the notice or EOI was issued before PPR 2025 took effect, the procurement continues under the earlier rules. Where the notice and documents had not yet been issued, PPR 2025 governs every subsequent step. When the document itself is ambiguous, ask the procuring entity in writing before the clarification deadline.
